The Overseas Coastal Area Development Institute of Japan (OCDI)
was established in 1976 for the purpose of sharing Japan's experience and knowledge
in port development with developing countries, and has since contributed to the
national and regional development of countries throughout the world.
OCDI has supported various countries through implementing port and coastal development
studies and training courses. In recent years, we have been receiving an increasing
number of requests for assistance with concession agreements as well as issues
related to port management and operation. In other words, the scope and importance
of OCDI's activities have been increasing. In addition to providing conventional
technical cooperation, we are also able to offer expertise in the field of project
management including the introduction of privatization schemes.
On the other hand, the situation surrounding ports throughout the world has been
undergoing unprecedented changes as a result of the globalization of container
cargo transport, the rise of mega-operators, increased private sector participation
in port development, management and operation, and so on.
Therefore, in order for Japanese ports to preserve their status of advanced international
ports, it is becoming more important to systematically study and analyze trends
in international logistics, port policies, management and operation etc. Findings
can assist national and local governments in shaping port policies in Japan,
and will also be of benefit to the developing countries.
Then, in July 2003, the Center for International Port Policy (CIPP) was established
as an internal organization of OCDI. Thanks to its research and cooperation activities
over the past 25 years, OCDI is able to draw on a vast human network of researchers
and port-related experts. Utilizing and expanding this network, CIPP is expected
to make an important contribution to study and propose new policies in the field
of port activities. We, at OCDI, believe that this new organization
will allow us to offer much more useful information and contribute to the prosperity
of ports throughout the world.
