Guideline for Introduction of Port EDI System for Port-related Procedures was approved by ASEAN Transport Ministers Meeting which was held at Mandalay on 28 Nov. 2014. ASEAN-Japan Port Technology Group (PTG) which was organized under ASEAN-Japan Transport Partnership has been carrying out the study on the preparation of a guideline for introduction of Port EDI (System of administrative application by the electronic means) since 2012. The fruit of the study was reported at the meeting and the guideline was approved.
In these three years, three meetings of PTG were held in conjunction with the Port EDI Seminar which was co-organized by the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT), Ocean Policy Research Foundation (OPRF) and the host country at Hanoi in Vietnam, Yangon in Myanmar and Bali in Indonesia. PTG members studied the development and operation of Port EDI in Japan and present situations of Port EDI of ports in ASEAN and discussed the planned guideline.
OCDI set up an internal research group and conducted a study on the improvement of port-related procedures. In addition, OCDI carried out several surveys on Port EDI at ports in ASEAN under MLIT and Japan International Cooperation Agency. Accordingly, Mr. Tatsuyuki SHISHIDO, Primary Researcher and Mr. Akira KOMATSU, Advisor of OCDI, participated in the meetings to support PTG in preparing the guideline.
Introduction of an electronic system for administration, management and operation of ports is an important means of enhancing the connectivity among the countries and strengthening the competitiveness of ports as they move toward the establishment of the ASEAN Community. It is hoped that ports in ASEAN will be able to advance informatization further by making use of the guideline as a reference when introducing a new Port EDI system or expanding the existing Port EDI system.
